I know this whole Twitter universe can get a bit overwhelming. Who do I follow, when do I tweet, what do I tweet, how do I keep track of everything? These are some tools that I found to be very useful to manage your twitter accounts. Enjoy, let me know if you know of any others that you like.
1 ) Twitter Tools – This tool links your WordPress with your twitter account. It allows you to pull your tweets into your blog (as posts and digests) and create new tweets on blog posts and from within WordPress. Get it here

2 ) TweetScan – This helps you find out who is talking to you on Twitter.

3 ) InRev Twitin beta – This tool helps you follow people randomly 25 at a time, and follow the people who are following you but you aren’t following.

4 ) With Huitter, you can bulk flush out the people who you are following and are not following you back.

5 ) Twitter Local – TwitterLocal used to watch the Twitter public feed, caching all Tweets with a valid location.

6 ) Mr. Tweet – Mr. Tweet grades your twitter profile based on tweets, followers, and those who are following you. He also suggest up to 200 followers that are in the realm of people you are already following. A good tool once you’ve already gotten started.

7 ) Splitweet- This is a tool that allows you to manage multiple twitter accounts all in one place.

8 ) Twitbin – This tool allows you to keep up with twitter on your Firefox side bard, very useful if you don’t want to continually go to your twitter url.

9 ) Qwitter allows you to find out who stopped following you, when, and why.

10 ) Tweetdeck- This allows you to track your twitter account on your desktop. You can also customize it to search for different keywords, specific followers, among other things.
